Goodbye to free movement in Hidalgo: even tourists must prove vehicle verification

The regulations for the mandatory Vehicle Verification Program in Hidalgo for the first half of 2026 not only prohibit the circulation of vehicles registered in the state if they fail the emissions test, but also extend to privately owned vehicles registered abroad or in other states that do not display a valid verification sticker. These vehicles must refrain from circulating within the state of Hidalgo to avoid being subject to penalties by the competent authority.

To drive on the streets and avenues of the state, regardless of the specific area, drivers must obtain a voluntary verification sticker at Vehicle Verification Centers authorized by the state of Hidalgo or request a free Tourist Pass for up to 14 calendar days per semester at the following website: https://www.paseturistico.hidalgo.semarnath.gob.mx.

The link was verified to learn about the procedure required to obtain a tourist pass, which only allows circulation within the state of Hidalgo for 14 days per semester. It also has some limitations, such as: “The Tourist Pass is NOT valid on days of environmental contingency” (sic); “Vehicles registered in the states of the Megalopolis Environmental Commission (CAMe), namely: Tlaxcala, State of Mexico, Mexico City (CDMX), Morelos, Hidalgo, Querétaro, and Puebla, do not require the Tourist Pass” (sic).

For vehicles registered in any of these states, the link simply states: “Purchase a Voluntary Verification hologram at any of the authorized verification centers, which will only be valid in the State of Hidalgo.” And it goes without saying that vehicles registered in Hidalgo cannot generate a Tourist Pass, since the intention is that they comply with the vehicle verification in order to avoid fines that can range from 1,131.4 pesos to 111,152 pesos, depending on the condition of the vehicle and if there is a repeat offense, in which case the penalty will be doubled.
